Development Of Smart Building To Improve Energy Efficiency In Buildings At Engineering Faculty Lambung Mangkurat University

Introduction

Lambung Mangkurat University (ULM) as the oldest university in the Borneo island was inaugurated on November 1, 1960. At the beginning of its establishment, it had only 4 faculties and the Faculty of Engineering was the 7th faculty in ULM establishment in 1965. Now , ULM has 11 faculties and 105 study programs. The Faculty of Engineering that inhabits a building was built in 1994 (inaugurated in 1996); thus, the building is currently around 25 years old. The building conditions have experienced a lot of wear and tear. One of the most vital building components that have experienced the severe wear and tear is electricity and electrical installations. Based on the results of research (Andri, 2019), the feasibility of existing electrical installations does not meet the applicable electrical installation standards (the General Electrical Installation Requirements (PUIL) 2000 and PUIL 2011). The greatest risk of this condition is the equipment damage due to unstable electrical voltage and can even cause a fire. In addition, the network and electrical installations are already inadequate and the electricity burden that must be borne is far greater than planned. The existence of a huge number of electronic equipment (air conditioners, computers, printers, water heaters, refrigerants, pumps, etc.), laboratory equipment, lighting, machinery, and others had never been planned before.

Meanwhile, the electricity problems in the building of the Faculty of Engineering can be overcome and the energy efficiency and effectiveness are achieved; the impact on the learning process held in the Faculty of Engineering campus will also be increased. One of the learning processes that should be considered is the management system of the presence of lecturers and students in the class. This should be controlled in an integrated way through the internet network. The closed-circuit television (CCTV) integrated with the attendance and the monitoring system for online security is also developed. These typical technologies are needed to create the smart building at the Faculty of Engineering ULM.
Based on the description above, the Faculty of Engineering is in dire need of repairs of network and electrical installations through the development of an integrated electrical energy control system, learning process, and integrated online monitoring. This system will be very useful to prevent the threat of fire hazards and control the use of electric loads thus optimally supporting the learning process.
Based on this background, the Memorandum of Understanding (Appendix-1) was made between the Rector of Lambung Mangkurat University (Prof. Dr. Sutarto Hadi, M.Si., M.Sc.) and the President & CEO of Korea East West Power Co. Ltd (Mr. Park, Il Jun). The MoU ceremony and the signing process were conducted in Banjarmasin on December 19, 2019. The ceremony was attended by the Rector, all Vice Chancellors, Dean of Engineering Faculty and Vice Dean for Academic Affairs. The President Director of EWPI Mr. Kim Jin Tae and the General Manager of EWPI Mr. Heo Yoong Joon as well as the staff of Mrs. Lasty were present as representatives of the Korea East West Power Co. Ltd.

Following the final MoU signed, the Faculty of Engineering proposed the programs to be implemented in this project. Based on the MoU and proposal, the Dean and Vice Dean of the Faculty of Engineering, Mr. Kim Jin Tae as the President Director of EWPI and Mr. Heo Yoong Joon as General Manager EWPI intensively discussed programs to be implemented; hence, those programs are stated in the Memorandum of Agreement. Furthermore, the draft of Memorandum of Agreement was completely revised in Jakarta on March 2, 2020 as the four programs were agreed upon, ie, smart building, special lecture, field study and laboratory equipment. The MoA signing process was actually planned on March 11, 2020 in Banjarmasin. Due to the Covid-19 pandemic in Jakarta, the ceremony was canceled and the signing process was conducted independently and alternately. Finally, the Memorandum of Agreement (Appendix-2) was signed by both sides of the President & CEO of Korea East West Power Co. Ltd (Mr. Park, Il Jun) and the Dean of Engineering Faculty (Dr. Bani Noor Muchamad).

To implement the MoU and MoA, the Faculty of Engineering arranged the annual spending plan. Then, the annual final spending plan was sent to Korea East West Power Co. Ltd via email via Mr. Hong Sangpil on April 1, 2020. The Annual spending plan has been approved by EWP on April 22, 2020. To realize the project, EWP sent the money on May 20, 2020 and the money has been received by ULM on May 28, 2020 Further, the Faculty of Engineering implemented the project during the date up to December 20, 2020.

The Smart Building Program is a main program that should be realized related to the core of the EWP as an electrical and power company as well as to support the academic purposes of the Faculty of Engineering. This program includes activities to repair the entire electricity network and improve the controls for teaching and learning processes. The program of repairing electricity was carried out to replace all old cables that were established since 25 years old (built in 1994), especially on the 3rd floor of the Faculty of Engineering building. This was conducted for building safety against fire hazards. On the other hand, many of the old cables were installed carelessly; thus, they looked very messy and dangerous. Some of the work related to this includes:

  1. Rearranging the main electrical network from the local transformer and/or generator to the Main Distribution Panel (MDP) as well as to the Sub Distribution Panel (SDP) and further forwarded to the load control installation or Main Circuit Breaker (MCB) in the classroom .
  2. Providing cable trays throughout the building, so that cables can be installed safely and neatly without having to dismantle the ceiling of the room during cable replacement and network maintenance in the future.
  3. Replacing all cables in the room, starting from the MCB to electronic equipment and power supply.
  4. Installing Switch Powers equipped with an RFID Card to control electricity usage in the classroom and also to maintain the equipment used from the damage caused by the network and voltage.

Activities to increase the teaching and learning control are conducted out through works as follows:

  1. The use of a fingerprint tool to replace a student attendance sheet/list. Previously, the manual attendance system (attendance sheet/list) had many weaknesses, namely, the missing attendance sheets and the attendance recapitulation system (takes a lot of time and effort as well as errors).
  2. CCTV installation in every classroom.
  3. Strengthening the data center with the addition of equipment and networks.

The Smart Building Program is planned in stages over a 3-year collaboration period (2020-2022); Thus, some equipment, especially the wifi and CCTV systems, could only be partially implemented right now and planned to be complete and fully functional in 2022. To support the success of the Smart Building Program, the Faculty of Engineering has integrated various physical rehabilitation activities for rooms and other infrastructures.

Due to the worsening condition of Covid-19 in Indonesia (South Kalimantan in particular) from March 2020 until now, face-to-face lectures in class are prohibited by the government. All lecture activities are carried out online and a Work from Home pattern is implemented for lecturers and as well as all faculty staff activities in turns on campus. This change in learning and work patterns caused many obstacles to be faced, including the implementation of the Special Lecture Program. For this reason, the Faculty of Engineering has proposed a postponement of the implementation of this program for 2020 to Korea East West Power Co. Ltd via email via Mr. Hong Sangpil on July 30, 2020. The activity budget provided for this program was proposed to be converted to another program. Finally, the Korea East West Power Co. Ltd. has approved the revision on August 18, 2020

The implementation of the Field Study Program faces the same obstacles as the Special Lecture Program. Even student activities on campus must be completed with permission from parents for students who are not yet 21 years old. Hence, the funding for this program was diverted to another program.

The Lab Equipment Program is implemented with the main objective of supporting the Chemical Engineering Department to achieve accreditation predicate of "superior" at the national level assessed by BAN-PT and internationally accredited by the IABEE. One of the limitations of the Faculty of Engineering in achieving this goal is the limited budget to support the availability of laboratory equipment that meets accreditation standards. Every year, the Faculty of Engineering has been programmed to fulfill the equipment in all laboratories in the Faculty of Engineering and Lab Equipment. This program is very helpful to speed up the Faculty of Engineering to complete the accreditation requirements. The Lab Equipment Program has been implemented for 2020 and all equipment has been well utilized.

A research program for the development of environmentally friendly electrical Car equipped with solar cell technology is carried out. This program was conducted to replace the special lecture and field study programs that were canceled due to the Covid-19 pandemic. This program of car development also supports entrepreneurship program implemented by students. These two programs are even included in the policy of the ministry of education, culture, research, and technology with a program called Independent Learning-Independent Campus.
