The ASEAN Economic Community (AEC) 2015 is economic integration to increase economic stability in the ASEAN region by 2020 and ASEAN's competitiveness and can compete with China and India to attract foreign investment. Foreign capital is needed to increase employment and welfare of ASEAN citizens. Facing this very tight competition, ASEAN countries must prepare skilled, intelligent and competitive human resources (HR). As is known, Indonesia is not only lagging behind in numbers, but also in recognition of the quality of engineers, which is a very important challenge in developing competitiveness in facing alignment with countries in ASEAN. For this reason, the presence of Law Number 11 of 2014 concerning Engineering is a solution for the development of Indonesian engineering in connection with its existence in the ASEAN Economic Community (AEC).

According to Law no. 11 of 2014 concerning Engineering, the Professional Engineer Program is a higher education program after the Undergraduate Program to form Engineering Competencies. Mastery of Engineering Competency is marked with an Engineer Competency Certificate. Engineers who have an Engineer Competency Certificate will have an Engineer Registration Certificate which is written evidence issued by the Indonesian Engineers Association (PII) to engineers who have an Engineer Competency Certificate and are legally recognized to practice engineering.

In 2016, Lambung Mangkurat University became one of forty universities in Indonesia that received an assignment from the Ministry of Research, Technology and Higher Education to organize the Professional Engineer Study Program (PS-PPI) whose implementation was in accordance with the Regulations of the Minister of Research, Technology and Higher Education N0. 35 of 2016. This assignment was welcomed positively by Lambung Mangkurat University, which always prioritizes the development of superior, intelligent and humanist Indonesian people.

Mission of PS PPI ULM

(1) Organizing quality education and teaching in accordance with the curriculum.

(2) Organizing education and providing guidance to obtain a Professional Certificate.

(3) Carrying out research and service activities related to issues in social society and the global environment.

(4) Creating a professional academic climate that supports the realization of ULM's vision.

Objectives of PS PPI ULM

(1) Creating Professional Engineers who have character and respect diversity.

(2) Preparing superior professional engineers, especially in the field of wetland environmental engineering/technology.

(3) Develop and disseminate science, technology and culture based on local wisdom technology to become an international scale technological force.

(4) Encourage and facilitate the strengthening of the development of existing knowledge and technological innovation in accordance with developments in the industrial era 4.0.

(5) Providing access for active participation by academics and educational staff in research and community service as a form of internal strengthening of independence and responsibility.

(6) Strengthen the external role as providers of professional education in collaboration with Ministries, other Ministries, Non-Ministerial Government Institutions, and/or professional organizations responsible for the quality of professional services.

Target PS PPI ULM

Efforts will be made by the Study Program Manager to ensure the sustainability of the study program, which includes aspects:

(1) In line with Mission 1 and Goal 3, namely increasing the interest of prospective students.

(2) In line with Mission 2 and Goals 1, 2, namely improving the quality of graduates.

(3) In line with Mission 3 and Goal 5, namely the implementation and results of collaboration/partnerships and obtaining competitive grant funds.

(4) In line with Mission 4 and Goals 4, 6, namely improving the quality of management.

The Professional Engineer Education Curriculum refers to the Indonesian National Qualifications Framework (KKNI) level 7. The study period for the Professional Engineer Program is 2 (two) semesters with a Semester Credit System (SKS) containing 24 credits consisting of more than 70 % activities in the field or workplace with the internship supervisor and 30% face-to-face activities in class with the supervisor.

Engineering graduates who have taken part have KKNI level 7 capabilities:

(1) Ability to plan and manage engineering resources under their responsibility, and evaluate them comprehensively by utilizing science and technology to produce technical steps for strategic development of the organization in their field of work.

(2) The ability to solve scientific and technological problems by producing added value and benefits for society, in the engineering field through monodisciplinary and multidisciplinary approaches.

(3) Ability to conduct research and make strategic decisions with full accountability and responsibility for all aspects that fall under the responsibility of their field of expertise.

Requirements for Engineer Professional Education Participants

ULM's Professional Engineer Education (PPI) has been accredited B (2019 to 2024) which is one of 12 accredited PSPPIs in Indonesia (UGM (B,C), ITB (B), UMI (B), Undip (B), Unibraw (C), ULM (B), Petra (C), USU (C), Binus (C), Udayana (C), Atmajaya (C)).
There are 2 lecture paths:

  1. Regular Track, for Bachelor of Engineering/Bachelor of Applied Engineering/Bachelor of Engineering Education/Bachelor of Science/D4 Engineering who has at least 2 years of engineering experience, this pathway is 2 semesters of study, Semester 1: theory course (6 credits), Semester 2: internship/engineering practice ( 18 credits).
    1. This Regular Path is expected to be a Bachelor of Engineering/Applied Bachelor/Bachelor of Engineering Education/Bachelor of Science/D4 Engineering who has worked in the engineering field, so the place of work is also the place of internship.
    2. For fresh graduate You are allowed to register provided you have a permanent job and for those who have a minimum contract Work Certificate for the next 2 years starting from January 2023 to January 2025.
  2. Past Learning Recognition Pathway (RPL), for Bachelor of Engineering/Applied Bachelor/D4 Engineering who have more than 5 years of experience, and have engineering work experience.
    1. The RPL pathway is a recognition program for past engineering learning and work experience so that it can be equated with 24 credits. The RPL pathway is only 1 semester with hybrid lectures.

Those who have a Bachelor of Engineering Education / Bachelor of Science background cannot follow the RPL Pathway (must follow the Regular Pathway) according to Permendikbudristek No. 39 of 2022 Article 10 paragraph (3).

Requirements for joining PS-PPI ULM:

  1. The conditions can be read in the ULM PS-PPI Brochure  PS PPI ULM
  2. It is mandatory to upload the Registration Files on the admisiprofesi and FAIR websites (soft files available).
  3. Must take part in the Entrance Selection Interview by bringing FAIR and supporting documents.

RPL course activities for those who pass the entrance selection:

  1. Must attend the inaugural lecture regarding the lecture system, guidelines for writing scientific articles, and explanations for filling out the Engineer Application Form (FAIR)
  2. Fill in personal data online at SIMARI (to get KTM)
  3. The guidance process for filling out FAIR is 1 month and collected in 3 copies—(can provide assistance, via WA group, and email)
  4. The process of creating a Written Work bulletin containing experiences during engineering practice, max 4 pages—(there is a writing format guide and a guidance process for assistance via WA group, and email)
  5. Must take part in the RPL Test Interview with at least 3 examiners (FAIR required)
  6. Announcement of whether you have passed the Full RPL or partial RPL pathway.
  7. Must attend Student Writing Bulletin Seminar—(students as presenters and participants)
  8. Registration for online graduation (requires input of data and title of written work created in step 4)
  9. It is mandatory to take the Engineer Professional Inauguration (Engineer professional oath) and graduates will receive an Engineer Professional Diploma/Certificate (SPI).

ULM PS-PPI output:

  1. Engineer degree and diploma/Professional Engineer Certificate which is valid for life —-SPI (Professional Engineer Certificate) issued by ULM College.
  2. Graduates will be assisted in registering as PII members and getting a PII Membership Card (KTA) with the name and title of engineer.
  3. Draft FAIP for requirements for taking the Professional Engineer Certification competency test by PII.
  4. Assisted with arrangements to take part in the Professional Engineer Certification Workshop at PII.
  5. Assisted in submitting FAIP to LSKI PII up to the competency test process with the output of SIP (Professional Engineer Certificate) / SKI (Engineer Competency Certificate).
  6. Helped to get STRI — (STRI requirements: SPI, KTA, and SKI).

Notes:

  • FAIR: Engineer Application Form containing experience during engineering practice, from FAIR will be converted into course grades.
  • STRI: Engineer Registration Certificate which is a license to practice engineering in engineering work which is valid for 5 years, issued by PII (Indonesian Engineers Association), which will be extended based on the PKB/CPD report every 1 year
  • FAIP : Professional Engineer Application Form, Professional Engineer Certification document for PII competency test
  • LSKI: Engineer Competency Certification Institute (LSP formed by Central PII)
  • Lecturer at PS-PPI ULM have HDI qualification = 32 people. , IPU= 19 people. and ASEAN Eng. = 6 people.

Costs of Professional Engineer Education

RPL Pathway Tuition Fees as big as  Rp. 6,000,000.00/student with the duration of the lecture 1 semester.

Regular Pathway Tuition Fees sebear IDR 3,000,000.00/student/semester with the duration of the lecture 2 semesters.

The costs for inauguration of engineers are borne and managed by the student representatives of each class.
Graduation Fees Rp. 600,000.00/student

Professional Engineer

For students/alumni who have graduated as engineers and want to continue taking Professional Engineering and STRI at PII, the cost of the competency test at PII (pay to PII):

  • PII Membership Card: Rp. 400,000
  • IPP Certificate: Rp.1,100,000
    -IPM Certificate: Rp.1,650,000
    -IPU Certificate: Rp.2,200,000
  • STRI: Rp. 500,000
  • If it meets min. IPM will have an interview at the central PII at the expense of the proposer.

Bulletin of the Engineering Profession is a journal published by Lambung Mangkurat University in collaboration with the Indonesian Engineers Association (PII) South Kalimantan Region. The journal focuses on publishing problems encountered by engineers and their solutions in carrying out engineering practices. These problems can be technical matters in the field or other matters such as occupational health and safety, engineering ethics and codes of conduct, and construction management. The Engineer's Professional Bulletin also provides researchers with the opportunity to publish their findings which can make a direct contribution to engineers in carrying out engineering practices.

This journal is published twice a year and can be accessed freely.
