Based ULM Chancellor's Decree No. 975/UN8/WS/2021 April 27 2021 So in 2021, FT was again designated as a Strategic Unit for the Development of an Integrity Zone towards a Corruption Free Area (ZI WBK) within the ULM environment. For this reason, after implementing a series of ZI development programs/activities, an evaluation was carried out by the Inspectorate General Team of the Ministry of Education and Culture. Evaluation activities were carried out from 24 to 28 May 2021. The opening activity was held in the Prof. Hall. Fathurrazi (3rd floor FT Building) was attended by ULM leaders (Rector and all vice-chancellors), deans, postgraduate directors, and the FT ZI-WBK Development Team. Apart from that, the event is also broadcast live on line via Zoom Meeting media and attended by all invitees (around 157 participants who took part on line).
This evaluation activity is very important from at least 2 aspects, namely:
First, in the context of implementing Bureaucratic Reform at ULM. Bureaucratic reform is a continuous effort, each stage of which provides changes or improvements to the bureaucracy for the better, and is a need that needs to be met in order to ensure the creation of improvements in government governance. In order for the implementation of bureaucratic reform at ULM to run, good management needs to be carried out. For this reason, it is necessary to have a team whose role is to manage Bureaucratic Reform so that all action plans can be implemented in accordance with the targets and schedules that have been determined. ULM needs to prepare a team that acts as director, implementer and independent assessor. The steering team is led by the Chancellor; the implementation team is led by the Head of the Bureau, and the internal assessment team is led by SPI ULM.
One of the goals of bureaucratic reform is the area of change management. The presence of the university and faculty leaders this morning is directly related to the 4 conditions to be achieved; namely (1) Leaders and all levels are required to be more consistently involved in implementing bureaucratic reform; (2) To create changes in mindset and work culture; (3) Decreased resistance to change; and (4) An increasingly embedded culture of change (embedded) in each work unit at ULM.
Second, in the context of Development of an Integrity Zone (ZI) towards a Corruption Free Area (WBK). Through this event everyone has the opportunity to learn from each other and understand ZI Development towards WBK. It will be mandatory for all work units, including bureaus, faculties, postgraduate studies and institutions within ULM, to carry out ZI development in the coming years. For this reason, through this event it is hoped that real steps can be understood and concrete steps can be taken to develop ZI in each work unit. From 2020 to 2021 we will see how FT is in the process of understanding the ZI concept and implementing it operationally for better service through various innovations. Next year, it is targeted that all faculties, institutions and other bureaus must implement ZI Development. Therefore, what the FT has done can be adopted and become a minimum standard or baseline so that other work units must be even better.
Moreover, in 2021, ULM will also propose to become a BLU work unit. If it is approved by the Ministry of Finance and ULM begins to implement BLU Financial Management (PK), the key is that the service must get better. This is where it is necessary for faculties and institutions to implement ZI Development because ZI Development is very oriented towards how to provide better services. Therefore, it is very important to have the presence of all elements of leadership in order to understand Bureaucratic Reform and ZI Development.
